It can be done to every character but a lot of them require a very strict timing on heat burst (has to land when both of their feet have just touched the ground). They are the following: Alisa, Asuka, Claudio, Hwoarang, Jun, Kazuya, Kuma, Law, Lee, Leo, Leroy, Lili, Nina, Panda, Reina, Xiaoyu, Yoshimitsu and Zafina. For the rest you can just spam 2+3.
